Past Passive Continuous expresses an action when an action was happening to the subject in the past. To create this tense, put the past form of the to be verb first to make it past; then put the Present Continuous form of the To Be verb to make it continuous; then put the verb in the Past Participle.
Context - Past Continuous Passive us usually used in the context of something happening in a specific time in the past, and something else interrupting that action.
Example: Their house was being painted when I visited them.
